You have it right.  A 1.4x TC results in an effective loss of 1 stop across the board, the 2x costs 2 stops.

If your are metering through the lens, the camera will automatically adjust exposure, so no further adjustment is needed. If you are metering with a hand held meter, or using a manual flash or non-TTL autoflash, you need to make the right adjustment.
