Michael, That depends on what you are trying to do. I have done some testing myself. One desire is to put catchlights in the eyes and that is bout it. With diffused outdoor light probably about 2 stops under. As the sun gets more direct you are usually trying to take out shadows in/under the eyes. Noonday sun here in NorCal being quite bright you need almost no compensation. Just as a rule of thumb, my average starting point would be about one stop under. Adjust as necessary based on how strong the sun is.
