That's because most of the high pixel count CCDs are of interlace design
(instead of progressive scan).  Similar to video scan lines, even lines
are read first, then odd lines.  So if there is any movement of objects or
camera, you will see the blurring.  That's why a mechanical shutter is
necessary.

If you have a progressive scan CCD, yes, then you do not need a mechanical
shutter.  The shutter would be completely electronic.
