Would using 4" gel filters work? If so you can get the Lee ND filter kit for
about $60 including the gelsnap holder. If you could move them up or down
inside the holder then you can have the dividing line anyplace you want.
It'll be a hard change of course.
Maybe somebody with a lee filter system could comment. My gel holders aren't
made anymore but I think you could easily do what you want with it.
