Everyone who has ever worked at a photo counter will be able to tell you
stories about customers who want copies of copywritten images, and get
really upset when they are told that what they are asking for isn't legal to
do.
There is a huge difference between what is understood  and accepted at the
goverment level, versus what is understood and acepted at the citizen level.
I live in Canada, which has a strong culture of property ownership. I can
only imagine how much harder it would be to police ownership of intellectual
property in a culture that does not have a strong sense of rights of
ownership.
