There is a huge difference between what is understood and accepted at the goverment level, versus what is understood and acepted at the citizen level. I live in Canada, which has a strong culture of property ownership. I can only imagine how much harder it would be to police ownership of intellectual property in a culture that does not have a strong sense of rights of ownership. William Robb
