Dave, what kind of tank are you using? Jobo is IR tight, as is SS with a
steel lid, but the SS tanks with soft plastic lids are not IR tight.
You didn't mention if it is the film was fogged to the edges or if it was
the image area only.
Ummm, if you could put the film onto a light table and shoot an image of it
with yer digital and send me a jpeg, I might be able to give you an idea of
what happened.
