Tempest approved computers weren't rugged in the sense of being able to be subjected to extremes of shock, vibration and temperature. They were designed for very low EMI radiation and used for working on classified material. They were very expensive and for classified computing it was cheaper, in the long run, to screened rooms to put regular PCs into.
