I submitted twice. Both times the response page timed out (after the submit
button is pressed and the picture uploaded), so I wasn't too surprised that it
didn't "take." Also I never got a confirmation email, but I couldn't remember
if I was supposed to get one or not. In other words, I could have resubmitted
and resubmitted until the response page did not time out and I got a
confirmation email.
So the problem was probably on my end.
