Hi, Pat, I've got the Vivitar 3.8 19mm, and it's certainly not a great lens, but it's a bad one, either. I think that it's a pretty inexpensive option, compared to many other ultra-wides.
I'm sure that it's more prone to flare than the Pentax 20mm, but I rarely shoot into the sun, so haven't really found it a problem.
