I tested the new Tokina AT-X AF Pro 28-80 f2.8 systematically: center and lateral sharpness at all f-stops from 2.8 to 16 at 28, 35, 50, and 80 mm. Results: Fantastic. The previous lens was indeed defective. The new lens is sharp from f4 to f16 at all focal lengths, and useable at f2.8.

I am still steamed at THK, though. According to the papers they sent me, the replacement was authorized on August 7. It was not shipped until Sept. 2, and then only because I made a nuisance of myself. My impression is that the company was perfectly willing to do a warranty repair, but when that didn't fix the problem, they were not anxious to let go of a new lens as replacement.
