That matches my interpretation. It's a genuine 600 ppi photo printer, (using PhotoRet IV to get around 8 bits of colour resolution per pixel), and the standard HP-supplied software driver also offers a 1200ppi mode (which presumably still has access to the 4800 dpi horizontal positioning, and some way of controlling the number of ink droplets being deposited), but all the calculations have to be done in software by the driver.
