Bob Blakely and John Francis are both correct. The policy of not informing 
the local citizenry of the blackout schedule is not a statewide
policy. Rather, it was left to the discretion of the local authorities to 
implement a policy approriate with their community. So it's not only 
conceivable that different areas of the state would have 2 diametrically 
different policy, but it's quite likely that it would.
