"why is it that the old tokina 28-70 2.6-2.8 is going for more that the new 28-70 2.8 on keh?

"28-70 f2.6-2.8 tokina at-x auto focus pro(77)excellent was 286 now 254

"28-70 f2.8 atx auto focus (72) excellent was 235 now 179"

Old Tokina 28-70 f2.6-2.8 has an excellent reputation. New 28-70 f2.8 is a "budget" fast zoom with a less expensive housing design. Also, the Pop Photo lens test indicated lower optical performance than the excellent Tokina 28-80 f2.8.

The new Tamron 28-75 f2.8 is also "budget priced" (for a lens of this class) but tests much better than the new Tokina 28-70 f2.8. Those who do their homework before buying will probably go for the Tamron. It appears to be a superior lens for about the same price. One drawback to the Tamron, if memory serves, is that the barrel extends during zooming, which I don't care for. I suspect that a zoom with an extending barrel is a less expensive design. That's also my complaint about the excellent FA 24-90.
