Here's what I recall from John Shaw's books about mixing TCs
and tubes:

Putting together lens-TC-Tube-Body:
        Less magnification but more working distance than
Putting together lens-Tube-TC-Body.

This makes sense if you think about it.  A tube closest to body means
that the TC has already increased focal length, and a given size tube
has less effect on a longer focal length than a shorter one.

So you can swap both ways to find the magnification or working distance
you want, assuming no vignetting issues.  As to which is sharper, who
knows?  Shaw has apparently taken pictures both ways.
