The ADC (analogue to digital convertor) in the camera is only 14bit precision 
however TIFF files need to be multiples of 8bit therefore data is padded with 
zeros to make it 16 bits. PS 7 works in full 16 bit only with a limited number 
of tools and filters, Pshop CS works entirely in 16 bit mode.
