You don't need a meter that works at 12800. Just give the film two stops less exposure than you would at 3200 and develop it as Kodak suggests for 12800. The important thing is not to exceed Kodak's development times. Thin negs are okay at that speed. You'll still have plenty of contrast. I've shot TMax 3200 extensively at 6400. It makes nice, grany, moderate contrast 8x10s if you don't overdo the development.
