Make sure your Photo Flo is reasonably fresh, don't use it
at any more than the 1:200 that Kodak recommends, and if
your city water has additives, try making some Photo Flo
with purified water and see if that helps.

I have seen the scum, and it was too much PhotoFlo in the
water.
