Paul is using Studio Strobes, no automation there. Most of the comments correcting him are referring to shoe mount auto strobes. If he set the camera to 1/250sec it will not automatically cut back to 1/150 in that case, it would just cut off part of the photo as the second curtain would already have started to close.

True, you need a TTL flash mounted on the hotshoe or the popup flash
raised to have the speed forced down to 1/150.
