Y'know, it doesn't bother me a bit ... and it seems to be OK with quite a number of people here, too. Rarely, if ever, do the police bother these poor, unfortunate people, and I have never seen one hassled because they have a cart. Maybe there's just a different sensibility towards this issue around here. Maybe I've missed the monthly cart roundups and homeless bashing.
However, you have given me an idea ... I suspect that these carts are not always the expensive models you suggest they are ... that they have been discarded or donated because they needed repair, or for some other reason. I may just look into it.
