I have a tokina 28-70 2.8 (i love this lens)

1. I think the way the lens works is that it only pulls back after a slight
twist at any focal length. Originally I thought like you that it would only
pull back at infinity, but then I noticed that without the twist even at
infinity it doesnt pull back. Of course your lens could be different.

2. Yes, when on AF, the focus ring spins quite easily.
