It may be a high figure. I measured the amount of pre rinse going in
(dry film), and then measured how much poured off.
I was quite amazed, actually by how much solution stayed behind.

I expect that if you pulled the film off the reels, captured all the
stray fluid in the tank and reels and squeegeed the excess fluid off
the film, the volume would be just a few ml.
But, thats not how it works when processing a film.
