Boris, thanks for taking the time to look and comment on this image. What might be happening here is that it was was raining and blowing very hard (rain was actually going sideways) and that might be why the sky and water have a similar bluish cast to them. My wife couldn't believe I would stand out in the weather as bad as it was. And IMHO, your wife is correct, with out the "monotone", the light would be less effective in this image.
