Thanks for the comments. 

I sometimes feel that we see more, and our mind interprets
more, than we know when we first glance at a scene.  Here
was an incredibly fast snap, it all happened so fast, yet it
seems to have come together pretty well.

The T shirt advertising Ralph Lauren / Polo, the casual, but
studied, way the phone user is carrying his sun glasses, his
expensive-looking watch band, seem, in some way, to
counterpoint the rougher surroundings and the less "studied"
look of the guy across the street.

Note the "One Way" street sign above the phone guy's phone
arm, as if to indicate that this is the way, the intense
look in phone guy's eyes, as though I'm intruding into his
private space (which, of course, I was).

What does it all mean ... I'm not sure.  Perhaps a
commentary on the self-important?  My dislike for public
cell phone use?  Maybe nothing at all other than what might
be a neat composition.  Hell, this is one of those pics that
just exist, and capture a fleeting micro second of time and
light and thought.
