Nova Scotia's like that. Cool summers. When the temp gets around 70F the locals are telling me how hot it is, while I'm wondering when summer's going to come.

I believe it was Mark Twain who was reported to have said, "The coldest winter I ever spent was a summer in San Francisco." Those are not ice cream cones, rather, some sort of candy bar, like a taffy, iirc.
