Given your caveats about bad scanning (yes, it certainly is! <g>), and no post-scan processing, I think this is a terrific shot.
The bit of tilt doesn't bother me at all, as I think that it adds to the dynamism of the photo.
Geez, when you say no post processing, do you mean no cropping either? If so, you framed this baby just about perfectly! Car's where it should be in the frame to show movement, and you got the top of the blurry trees and a bit of sky, too. The car isn't overly sharp, but again, I don't see this as a problem for this type of pan; it's sharp enough given the blurry background.
There's even a bit of humour in there: the very slow shutter speed makes the background very blurry, giving an impression of great speed. Then we look and see a little (by North American standards, anyway) hatchback. A nice contradiction. Reminds me of my "funny little bike pan" that I showed the list several months ago, maybe before you were around. There's no way a bike like that should be going as fast as the pan would indicate:

Oh yeah, I like the "lines of light" from the other cars going in the opposite direction.
I'd love to see this one properly scanned. I think it's terrific!

I didn't have a better scanner last year so the quality isn't that good. Taken with ME Super 50mm f/1.7 handheld. Scanned from a 4x6" print and no post-processing done (I don't know how to do any :-(
