Sure.  But not live - that's insanely early in West coast time.

My brother, a fairly serious bike rider (he met his wife on RAGBRAI)
lives in Austin, and has occasionally encountered Lance on rides.

It's going to be pretty crowded - as you might have heard on the TV
coverage, spectator attendance seems to be significantly up this year,
and they're already dissuading folks from attending some stages.
I very much doubt you'd be able to get too close to the finish line,
but the Champs Elysees is (are?) a pretty long piece of road.

If you are going, I'd say taking the EuroStar would be the best way
to get to Paris.  It's a pretty nice trip, IMO, and the upgrade to
premium class is worth considering (breakfast included in the price).
