One word - spam.

The volume of junk email continues to increase, putting an
ever-increasing load on the underlying transport system.
Sometimes, somewhere, a weak link fails, and drops messages
without reporting this failure to the originating system.

Or, possibly, some misguided filtering software on a badly
configured server throws away the occasional genuine delivery
failure notification in an attempt to discard spam disguising
itself in this way - a fairly common script-kiddy spam tactic.
