Yes, the first alternative. It s also spelled out at the PUG site (Submission info" or
something similar).

I have more or less settled for participating only in the non-themed months, since too
often I find that a picture that I'd like to submit appears to have been shoot with
third party gear (except for the K-mount, which although originally a Pentax patent,
doesn't really qualify as "Pentax gear" as I have understood it).
