Work your image without making any size adjustments.
Then when you're ready to save for the web, go to
file>save for web. This will bring up a box that will
let you compress the image for web use.
See when you use PS to normally save an image, it
saves a whole bunch of extraneous data along with the
image (EXIF, etc). The "save for web" option removes
all that extraneous data.
