Please show this to Bill, and ask him if his/your VHS player will switch between NTSC (North American recording standards) and PAL (I think European) standards.

Your mate in Wales will probably be okay - the vast majority of domestic VHS machines in the UK (which operates the PAL standard) are switcheable to NTSC (the north American standard). I would be surprised if your mate couldn't watch it.
