Photoshop Elements 3.0, which was just released, now has Photoshop Album built in. I'd tried using previous versions of Album but since it didn't handle PEF I had to convert every image which made the old program less appealing. The new version reads PEF just fine and includes many editing features that I previously needed the full version of Photoshop for. Now my only complaint is that it won't rotate the PEF files unless I convert them to another format. It isn't a big deal and hopefully they can add a way to view the image rotated without actually needing to change the image file.
