When I open up the tonal range in PS I see lots of blockiness and strong artifacts. I'm not sure what causes that (poor quality scan, too much sharpening? I'm not skilled enough to always recognize the cause of some things).
I think what you're seeing are JPEG artefacts, made visible by your compression of the tonal range.
