In Photoshop under the Adjustments menu there is an option for "Photo filter". You can add a variety of in built filters to the colour picture and then desaturate. This should give the effect of having taken the image with the filter in the first place. I haven't tried it, but I would be interested in hearing from those who do a lot of black and white as to how well it does work.
