These are from 4x6 prints.  135 format.  (aka 35mm)  Printed @ WalMart.

No real secret.  Minimize the amount of resizing and saving.
Always begin work from the original tiff.  never begin with a jpg.  Too much 
loss with re-saves.

Scanned 24bit color, 200DPI.
Saved as TIFF with epson s/w.
Then in Picture Publisher, resized to 3 inches (600 pixels across) and saved as 
JPG with minimal loss.

The Tribute to US Education shot was meant to poke fun at icons on everything 
that have text beside them to explain.  On my PC large ALT text boxes pop up 
regularly.  In Madison, WI, street signs have additional signs that say "Obey 
this sign".  Life instructions are really silly right now.
