I really think this makes the scene look fake. In order for the water to be blurred like that the shutter speed would have to be slow enough to show some motion blur in the wheel and the water dripping from it. Anyway, if nothing else, we've seen many ways to interpret a photo, all of which have some merit. This has been a good exercise and, perhaps, a good learning experience fore all involved and for those looking on. Thanks to Rob for putting up the action and Jostein for a good photo with which to experiment.
