It's an end section of a fence separating two fields. The fence starts at
the river (Thames) and after three feet there is a gate (that is open in
pics, that's why it can't be seen), and then the gate post. Then there is
nothing - just a few old posts. There must have been wire between them at
some point, but nothing now. There are some sheep about, but the two
fields are effectively one. The area next to the river is a flood plain
and I have seen this part of the river over 6 feet deep at the point
where I am stood, next to the funny little fence. HTH.
