at the sensor plane, yes, but then you have to magnify differently for a given sized print. the different magnification factors is what changes the circle of confusion requirement which changes DOF. people frequently divide the COC for full frame by the same 1.5 factor as the ratio of sensor sizes, so it works out that the two lenses with equivalent FOV have basically the same depth of field when considering identical final image size. there are lots of caveats, but this is a general idea.
