Short answer:  HTML is not appropriate for email unless you
know beforehand that all recipients welcome it.  *Everybody* 
can deal with plaintext email, so that should be the default.

And yes, there are list members using non-HTML-aware MUAs.
(Even without that information being made explicit, it is
not polite to assume otherwise for a large, diverse group.)

Most of the time HTML is the wrong tool for email even if
everyone concerned can deal with it, but hey, what silliness
consenting adults agree to is their own business.  Just don't
assume it's okay without asking first.  (So even for one-on-one
mail, the first message ought to be plaintext.)
