Not necessarily. I have umbrellas that are silver or white inside and black
on the out side.
Silvered umbrellas are somewhat more efficient about reflecting light, at something like 70%, as opposed to the 50% which is typical of fabric ones.
The downside of silvered fabric is that it is much more specular, more like the parabolic reflector that you think all umbrellas act like (they don't, btw).
The black fabric on the outside does nothing for reflective efficiency, it is there to keep the transmitted light from spilling out.
