Not neceessarily so. You can determine any method you choose, to indicate strength of solution or content.
Milligrams of [item] per any given measure is perfectly clear.
The liquids are just that, and are drunk in "typical" sizes, which were listed.
Since chocolate bars can be of any size, a mg/oz measure is more meaningful.
