This happened to me once - but it was my own fault...first time in a new darkroom on my own and didn't know what the different liquids smelt or felt like (only my second or so roll developed). I still claim that the kids who used the darkroom during the day switched the lids on the buckets around around, but i think i fixed, stopped and then tried to develop.
