This could most probably be either a projection lens for 16mm film, or
an X-ray lens (for photographing from x-ray luminescence boards, or
oscilloscope screens). Either way, the coverage would be way lower
than 35m either still or cine (roughly similar to digital 1.5x crop).
You might have luck in macro, though. I remember seeing a site of a
guy who used such lenses for macro photography with great success.
Impressionism-like of course. Interesting project! Good luck with it.
Of course, there is also the possibility that you have got a one-off
military lens that actually covers full 35mm frame :-) now that would
be something...
