Perhaps the fact that this is colloquially known, in SF circles, as "Sturgeon's Law" would help you identify the writer in question?
In fact it has also spread from SF circles to 'hacker' circles (in the non-perjorative, pre-script-kiddy use of the word); there's an entry for "Sturgeon's Law" in the Jargon File.
