Screen refresh rate has a lot to do with it, since our mains here is 50Hz our TV broadcasts are 50Hz refresh too, I've never seen a cat watch a 50Hz TV. My PC monitor however refreshes at 80-100Hz depending on the mode and a cat that comes to stay with us occasionally will often sit between me and the key board and watch the mouse dart around the screen whilst I'm working.
