All instructions apply to Win2K, Hopefully things are pretty similar in other versions.
1. First thing to do is make a folder somewhere where you will store the two files necessary for the procedure. I'll call this your 'halfsize folder'.
2. Place the file halfsize.exe in this folder (if you don't have it, download it from http://www.phred.org/~alex/halfsize.exe
3. Create a batch file using notepad or similar called halfsize.bat , also to be saved in your 'halfsize folder'. The batch file will contain only the following two lines of commands:
for %%p in (*.pef) do halfsize %%p move *.jpg f:\PHOTOS
In that second line f:\PHOTOS should be replaced with whatever path you want - this is the folder that will end up containing the jpegs that are extracted.
4. You need to edit the environment variables - this step 'tells your computer where to find certain types of information', i.e. where the halfsize.bat and halfsize.exe are stored. To do this:
4.1 Go control panel -> System -> Advanced tab -> Environment variables
4.2 Select the system variable 'Path' and click edit.
4.3 Append the Value with a ; followed by the path of your 'halfsize folder'.
5. Now we'll set up the funky bit - adding the command 'halfsize' to the list of things that pop-up when you right-click on a folder.
5.1 Open explorer and click on Folder Options from the Tools menu. Select File Types and find the file type 'Folder' (extension marked as N/A). Click advanced to bring up the Edit File Type box.
5.2 Click New and type in a name for the action under 'Action'. For example I just use 'halfsize these'. This will be what comes up in the right-click menu.
5.3 Under 'Application used to perform action' type (or browse for) the location of your halfsize.bat file, e.g. f:\halfsize\halfsize.bat Click okay. For some reason it seems to add "%1" after your path line - I'm not sure why. Also, it seems that you can't remove your actions using this same method; you have to go through registry and do it that way. Not too hard though.
6. It should now be done. Using explorer navigate to a folder full of pefs, right click and select 'halfsize these' or whatever you typed in. A command prompt will open up and you'll see first halfsize.exe working at the conversion, then the move taking place. While the jpegs are stamped with a new date of creation, EXIF data is preserved so you can see date and time there.

Requires a bit of fiddling but probably not too hard to describe with screenshots. I've been using it this morning and am very happy with the ease of browsing. No messing around with photo browser or waiting ages for raw files to load.
Yeah, go for it, it would knock out two or three extra steps for me. :-)
