Not unless there are specific reasons for doing so. If a photographer is out to produce the ideal landscape and there is a damned vapour trail in the sky why not remove it? However if there is a need to document an area as is for historical, nature photo competition (with written restrictions) or journalistic reasons then obviously an image should be subjected to the minimum of post processing.
