On a 35mm SLR and focused at the closest (appr. 150 cm) a human head,
including the hair and part of the neck, will fill the frame. So why be able
to get any closer?

I believe the rule of thumb is "the focal length in cm" for the
closest focus distance. The modern zoom lenses do really well to focus
as close as they do. The newest prime I have (FA50/1.7) focusses at
0.45cm, I think, which is ballpark. Of course macro lenses don't
follow the rule of thumb.
