Those are Microsoft's dates from creating the Windows file.

Interesting question here......just checked a computer that has no internet
or email access and that file exists.
Info that we have on the file suggests that it was last modified on April
23,
1999 at 0231 hrs. Created in October of 2000.
Seems a little strange that two computers would have the file on the same
date. Any further thoughts?
