16 bits per pixel for photo editing is seriously a waste of time.
24 bits per pixel is 8 bits per channel and this is suitable for using Photoshop. Any modern graphics card should be able to handle that... in fact I think most have 32-bit modes available (which doesn't look any better to my eye).
BTW, the Adobe suggestions at the URL below are really only bare minimum,
and depending on what processes are running in the background or other
programs that may be running, RAM of less than 1gb may be an issue. On a
WinXP system 2gb is a very good way to go.
I'd second that. Buy as much memory as you're prepared to afford, then plan on doubling it within a year :) I started with 1Gb which is fine for doing 50-100Mb files.
Within a year I'd upgraded to 3Gb because of the new scanner...
