iPhoto is somewhat limited in its abilities for this and consumes a LOT of space, as it makes multiple copies of every file.
Photoshop's File Browser allows you to do it, but it's a "live" scan only.
I use iView Media Pro 2 to manage catalogs of images: sorting, marking, annotating, etc. It can generate web pages and thumbnail sheets, it can also allow you to store a catalog of thumbnails when your image files are on an off-line volume. It supports some editing too. Very useful. It's not cheap but has been worth it for me. They have a lower cost version which doesn't do editing or RAW files.
